The Government e-Marketplace (GeM) is a national online portal launched by the Ministry of Commerce & Industry for the procurement of common-use goods and services by various Government Departments, PSUs, and Autonomous bodies in India.

GeM registration is mandatory for Manufacturers (OEMs), Resellers, and Service Providers who wish to sell products or services to Government Departments, PSUs, and Autonomous bodies through the public procurement portal.

OEM (Manufacturer) produces goods and may undergo QCI Vendor Assessment. Resellers sell products sourced from OEMs under authorization. Service Providers offer services such as IT support, Manpower, or Consulting to government buyers.

The process begins with the Primary User registration using Aadhaar-based e-KYC. Business details, PAN, and GST credentials are entered, followed by ITR validation. Once Caution Money is deposited, the seller can create catalogs and start bidding.

The following credentials are required for registration:
  • PAN & GST of the business entity.
  • Aadhaar of the Primary User (linked to mobile).
  • ITR details for the last 3 financial years.
  • Registered Bank Account details.
  • Udyam (MSME) Certificate (recommended).

The basic Seller ID is generated immediately after Aadhaar e-KYC. However, full activation for bidding (after Caution Money and ITR validation) typically takes 3 to 7 working days. For OEMs, Vendor Assessment by QCI may take an additional 7-10 days.

Caution Money is a mandatory security deposit that sellers must pay into their GeM wallet before participating in bids. The amount (₹5,000 to ₹10,000) is determined by the entity's annual turnover. This deposit ensures seller accountability and protects buyers from non-delivery.

QCI (Quality Council of India) conducts Vendor Assessment for OEMs to verify manufacturing capacity, quality standards, and infrastructure. It involves desktop verification and a video-based factory inspection. OEMs must clear this assessment to list products in specific technical categories.

Government buyers procure via: Direct Purchase (up to ₹25,000), L1 Comparison (up to ₹5 Lakhs), and Bidding / Reverse Auction (above ₹5 Lakhs). Sellers must actively manage their catalogs to receive Direct Purchase orders.

GeM follows a strict Incident Management Policy. Failure to deliver on time or supplying sub-standard goods triggers a "Show Cause" notice. Repeated violations can lead to the seller being Watch-listed or Black-listed, permanently barring them from government procurement.

The OEM Dashboard allows manufacturers to authorize resellers to sell their products under the OEM's brand. By issuing Authorization Codes, OEMs maintain control over pricing and distribution while allowing verified resellers to list their products on GeM.
